Rebalance and Bug fix 240615

Notes:

Some work on tracking down the Weiss crash issues, but nothing definitive yet. One possible solution is to 'Run as administrator' and use compatibility mode... something like 'XP' level might help.

Tweaked Weiss stats - 

• Movement speed increased
• slight damage taken rebalance
• slight decrease to all semblance drain values
• increased multi jump flurry limit

Created a blank TEMPLETE_LEVEL in the Source code.
